O apoio chileno à logística do Programa Antártico Brasileiro

Abstract

A reflection is made on the logistical support provided by Chile to the Brazilian Antarctic Program. The geopolitical relevance of Antarctica and, especially, to Brazil is presented on the basis of the evidence of its geographical proximity, natural wealth , potential for economic exploitation and its strategic - military value. It is described the prevailing environment in the international system after the Second World War, which led to the signing of the Antarctic Treaty, allowing the consequent freezing of tensions between territorialist and internationalist States. The brazilian interest in the Icy Continent is presented and the initiatives for Brazil to be part of the "Antarctic Club" are described. Considering the anarchy of relations between National St ates, the logistical support of Chile is evaluated from the perspective of the logistic functions , foreseen in the Brazilian Military Logistics Doctrine , and a reflection on the dependence of the Brazilian Antarctic Program on the facilities provided by th e chileans. The cargo launches by aircraft of the Brazilian Air Force and the possibilities of it’s new cargo plane, the KC - 390, are approached. Existing logistic alternatives and initiatives to increase the degree of self - sufficiency to guarantee the pere nniality of the brazilian antarctic operations are presented, among them: the construction of a Brazilian Antarctic Naval Air Base; and the acquisition of an icebreaker. The possible impact of the constitutional amendment which has limited the federal gove rnment's expenditures, on the Program, is analyzed and concludes by the need to find alternatives to assure the budget flow, as well as the adoption of moder n management tools, as the Zero - Base Budget, to increase the effectiveness of existing resources.
