A New Public Governance Brasileira: uma proposta de modernização das práticas de gestão pública da Marinha do Brasil a partir das dimensões do relato integrado

Abstract

The notion of public governance is the basis of the most current Public Administration paradigm, known as New Public Governance (NGP). Such paradigm brings up the notion of public value and puts political efficiency at the center of the debate, expanding the involvement of society, thus stablishing a relationship of co-production of public policies. In line with this, the Brazilian government has been employed efforts in favor of odernization of public management, by enabling an environment of governance based on four pillars: coproduction, political efficiency, sustainability and value creation. Thus, in 2018, the Federal Court of Accounts started to use Integrated Reporting (IR), with the objective of broadening the perception on the part of society about the importance of issues related to the effective development of public policies, on a perspective of the current paradigm. As a result, the review of management practices has become an essential condition for the promotion of public governance, being the guiding line for this research. The main objectives of this work were: to explore the dimensions of the IR, to identify its essential elements for the promotion of governance, and to identify which of them would be more adherent to the context of Brazilian Navy (BN) performance, in the light of the NPG concepts In order to do so, a methodology based on mixed methods was applied, thus encompassing a content analysis in scientific articles from the last ten years, using RI capitals as search terms, as well as the application of a multicriteria decision support methodology (Analytic Hierarchy Process [AHP]). This resulted in the emergence of 213 themes, which were prioritized based on the perception of importance established by BN decision makers. Overall, the finding ssuggest that human capital plays a central role in the construction of a model of public governance, and that relational aspects are guiding elements for achieving BN's strategic goals. In addition, the study identified the strong interdependence between people, organizations and society as priority aspects for the development of public governance practices, corroborating previous research on the topic.The results show that the aspects co-related to human abilities are prioritized to the development of public governance practices, thus supporting previous studies on this theme. Taken together, these results contribute to improve the knowledge on the guider elements of a management model in conformity with the NGP paradigm, as well as they contribute to the identification of a wide range of variables related to the basic characteristics and elements of the IR’s dimensions and their relative importance to the Brazilian Navy. In conclusion, as a contribution to the development of a theory in the area, it is proposed a theoretical framework unifying all variables found in literature, aiming at obtaining a conceptual model of public governance.
