O Estado como agente facilitador da indústria naval militar canadense (2010-2018)

Abstract

Canada is a country located between three oceans and the United States of America (USA), so geography plays an important factor in the development of its strategies and in the identification of its interests. In this sense, the maritime component becomes essential for the protection of its sovereignty and for the composition of the national identity, however the country's Navy has historically received few investments in periods of peace. The naval industry, in turn, also followed these cycles of high investments in periods of conflict and cuts in times of peace. Consequently, after years of scrapping both the military force and the industry, in 2010 the government launched a shipbuilding strategy with the aim of recapitalizing the Navy and Coast Guard, restructuring the naval industry, and generating economic benefits for society. Therefore, from the perspective of the industrial economy, through the analysis of the structure-conduct-performance model (SCP), this dissertation has as main objective to analyze the Canadian military naval industry, establishing a parallel between this sector before and after the introduction of the National Shipbuilding Strategy (NSS), identifying the actors and norms involved in the sector, and the relevance of the State for the promotion of the its development. For this purpose, the method employed will be the case study and official government documents, reports from associations and companies and academic articles will be used in the research. The study shows that the analyzed data demonstrate the relevance of the active and facilitating role of the State through different public policies in enabling the restoration and development of the naval-military industry in Canadá
