Submarino Nuclear Brasileiro: vetor catalisador dos setores estratégicos da Defesa Nacional

Abstract

The development of disruptive strategic technologies directly impacts all expressions of the National Power and the complex character of these technological innovations makes the technological gap a major challenge to be overcome. However, as occurred in developed countries, the state's leadership is crucial to guide the promotion of strategic knowledge areas to be matured. Thus, the National Defense Strategy, from the preparation of the first edition in 2008 to the current version indicates the state's concern for this purpose, since the Strategic Sectors whose domain is essential for national defense were established: the Cybernetics, the Space and the Nuclear. In a scenario with budgetary constraints, state investment actions can be compromised, resulting in possible contiguities for the projects affected by these sectors. As the strategic conception of national defense lies in Deterrence, which is strongly associated with The Capacity of Protection and Prompt Response, the project of the Brazilian Nuclear Propulsion Submarine (SN-BR) presents itself as a possibility to foster the development of these sectors. Because the effectiveness of this medium requires an efficient Command and Control System, whose achievement is dependent on the Cyber and Space Sectors, so it is coherent to envision that the SN-BR as the intersection of the three Strategic Sectors. Thus, the objective of this work, using a documentation and bibliographic research methods, is to identify the SN-BR as a vector of development of the three Strategic Sectors of National Defense since to put an end to the Deterrence Strategy and obtain the effectiveness of this medium, it is necessary to succeed these Sectors.
