| Descrição: | A necessidade de uma maior conscientização da sociedade e dos governantes brasileiros arespeito do caráter marítimo do Brasil e da importância do seu Poder Marítimo está sendosuprida por um movimento, lançado pela Marinha do Brasil, de divulgação do conceito deAmazônia Azul. Ela simboliza a grande extensão e o vultoso patrimônio das águasjurisdicionais brasileiras (AJB), bem como a importância que o mar e as atividades marítimaspossuem para o Estado. O presente trabalho tem como objetivo demonstrar a influência que aGeopolítica exerce sobre a formulação da Política Nacional e sobre as atividades marítimas noPaís, de forma a determinar a necessidade de conformar o pensamento geopolítico brasileiro ànova realidade geopolítica do Estado, representada pela ampliação da área marítima sobre aqual o Brasil possui deveres e direitos soberanos. A monografia emprega o método deraciocínio indutivo, baseado em pesquisas bibliográfico/documental e descritiva, para levantaros dados pertinentes e analisá-los, separadamente, em função dos temas de interesse.Inicialmente, aborda-se a Geopolítica e os seus reflexos sobre o desenvolvimento e asegurança dos Estados que a empregam e, em especial, sobre a formação e a manutenção daintegridade territorial do Brasil e sobre as atividades marítimas. Em seguida, analisa-se aevolução da noção de domínio marítimo do Estado, como prolongamento natural da sua parteterrestre, e do Direito do Mar, com ênfase nas implicações sobre o Brasil da entrada em vigorda III Convenção das Nações Unidas sobre o Direito do Mar (CNUDM). Antes daapresentação das considerações finais, examina-se a evolução do Poder Marítimo no Mundo eno País. Destaca-se tanto a significativa contribuição das atividades marítimas para ocrescimento e a segurança dos Estados desenvolvidos quanto a falta, no Brasil, de umapolítica nacional de longo prazo, voltada para a garantia da utilização plena, racional e efetivado mar. Julga-se, também, que o fato dos Estados não viverem isolados no mundo ésuficientemente importante para que o cenário internacional seja considerado nesta análise. Otrabalho conclui pela real contribuição da Geopolítica para a formulação da Política Nacionale pela necessidade da conformação do pensamento geopolítico brasileiro, visando àintegração da Amazônia Azul como área de crescimento do País. Ao final, recomenda-seatualizar a Política Marítima Nacional e manter a divulgação da importância da AmazôniaAzul e do Poder Marítimo para o Brasil |
| Abstract: | The necessity of making the Brazilian society and rulers fully aware of the maritime characterof Brazil and the importance to the country of its sea power is being fulfilled by a movementto promote the concept of “The Blue Amazon” launched by the Brazilian Navy. It symbolizesthe great extent and the enormous patrimony of the Brazilian jurisdictional waters as well asthe importance that the sea and the maritime activities assume for the State. The presentwork’s objective is to demonstrate the influence of Geopolitics on the formulation of theNational Policy and the maritime activities in Brazil, in order to determine the necessity toconform the Brazilian geopolitical thought to the new geopolitical reality of the State,represented by the enlargement of the area over which Brazil has duties and sovereign rights.The monograph uses the inductive method, based in bibliographical/documentary anddescriptive research, to raise the pertinent data and to analyze them separately in function ofthe interested subjects. Initially, it approaches the Geopolitics and its positive consequenceson the development and the security of the States that use it and especially on the formationand the maintenance of the Brazilian territorial integrity. After that, it analyses the evolutionof the notion of the State’s maritime domain (an area of sea regarded as natural prolongationof its terrestrial part), and the Law of the Sea, with emphasis on the implications for Brazildue to the coming into effect of the III United Nations Convention on the Law of the Sea(UNCLOS). Finally, it examines the evolution of Sea Power in the world and in the Country.In consequence, it identifies the significant contribution of Sea Power for the growth rate andfor the security of the developed States as well as the lack of a long term national policy inBrazil, intended for guaranteeing the full, rational and effective use of the sea. The fact thatthe States do not live isolated in the world is judged important enough to consider theinternational scene in this analysis. The work concludes that the Geopolitics actuallycontributes to the formulation of the National Policy and the Brazilian geopolitical thoughtneeds to be conformed, aiming at integrating the Blue Amazon as an economic, political andmilitary growth area of Brazil.
