Abstract

This work investigates the evolution of the political relationship of the Military Power with the National Congress within the Brazilian political system, by means of the political-budgetary analysis since the Empire to the present date, with emphasis into the period after the Cold War. It initiates by a brief examination of the dilemma between professionalism and functionalism in the military formation, with the description of the possible forms of civil control onto the Military Power and the consequences that came from this control. It demonstrates that although the National Congress possesses a cordial relationship with the Military Power, it has a proper logic of functioning that perpetuates the demands of the Military Power playing a second fiddle. It becomes evident with the analysis of the budgets destined to the Military Power, that throughout the Brazil history during the civil governments, the budgets of the Military Power tend to decline, having changed this trend only after the direct mediation of the President. It approaches the budget, through a sociological perspective, with a “degree of rights” given to the Military Power for its maintenance and preparation, which allows that this be used as an indicator of effectiveness of the political relationship. Finally, it concludes with suggestions to improve this relationship
