Amazônia Legal e os interesses brasileiros : uma hidrovia para Mato Grosso

Abstract

The recent proposal to exclude the state of Mato Grosso from the Legal Amazon by Bill No. 337/2022... Approved, the project will bring immediate possibilities to increase the arable area, generating an increase in grain harvest production and the resulting need to export commodities through an efficient mode of transport, in order to increase competitiveness in the foreign market. In this context, the state of Mato Grosso has the option of resuming Inland Waterway Transport via the Northern Section of the Paraguay waterway, as it is the most viable waterway in relation to the Tocantins-Araguaia and Tapajós-Teles Pires waterways for the flow of production. from the southern region of the state. Consequently, the demand for river transport will impact the subsidiary responsibilities of the Brazilian Navy, particularly those inherent to the Brazilian Maritime Authority, which will have to assess the need to elevate the Cáceres River Agency to the River Police Station, aiming to maintain services to the public. . Therefore, the general objective of this work is to identify whether there will be possible impacts on the subsidiary attributions of the Brazilian Navy in the activities of the Military Organizations of the Waterway Traffic Security System that operates in the Northern Section of the Paraguay waterway, in the event of approval of the Project of Law. The methodology will be a deductive approach through bibliographic and documentary research. In the end, it is concluded that private investments and public sector activities for the resumption of river transport in the North Section are already impacting the subsidiary attributions of the Fluvial Agency and that it will be necessary to carry out a study afterwards to verify the feasibility of increasing category of Military Organization.f
