dc.descriptionO objeto de pesquisa desta dissertação delimita o tema Segurança do Tráfego Aquaviário (STA) às Bacias Petrolíferas do Sudeste no período de 2011 a 2024. Procurou-se associar as importâncias da Marinha do Brasil e da STA a um assunto que envolvesse toda a sociedade brasileira. Nesse sentido, a pesquisa responde à seguinte questão: que relações de influência existem entre a STA e a economia brasileira? Assim, o objetivo geral desta pesquisa é identificar e analisar as relações de influência da STA nas Bacias Petrolíferas do Sudeste de 2011 a 2024 sobre a economia brasileira. Como objetivos secundários, busca-se detalhar a STA à luz da lei que a dispõe, bem como analisar as bacias sedimentares do Sudeste do Brasil; além disso, busca-se aplicar os três propósitos da referida lei sobre as bacias petrolíferas da região Sudeste e, tendo em vista os aspectos observados, analisar os reflexos sobre a economia brasileira. Percebeu-se que o aumento do tráfego aquaviário e a demanda por recursos naturais tornaram prementes a regulamentação do tráfego marítimo em prol da STA. A “Salvaguarda da Vida Humana” contribui para o setor petrolífero ao favorecer fator de produção trabalho requerido pelo setor. A "Segurança da Navegação" permite ambiente estável para novos investimentos no setor de petróleo, com geração de novos empregos, aumento do PIB e maior probabilidade de superavit na balança comercial brasileira. A "Prevenção da Poluição Ambiental", normalmente percebida quando há o insucesso em obtê-la, impacta a economia e, direta ou indiretamente, a sociedade brasileira. Por fim, depreendeu-se que cada um dos três propósitos da lei de segurança do tráfego aquaviário (LESTA) contribui, de modos distintos, para a normalidade do ambiente da região estudada, repercutindo no desempenho da produção nas bacias petrolíferas do Sudeste e influenciando a economia brasileira.pt_BR

dc.description.abstractThe research object of this dissertation delimits the theme Waterway Traffic Safety (WTS) to the Oil Basins of Southeast Brazil in the period from 2011 to 2024. The aim was to associate the importance of the Brazilian Navy and the WTS to a subject that involved the entire Brazilian society. In this sense, the research answers the following question: what relationships of influence exist between the WTS and the Brazilian economy? Thus, the general objective of this research is to identify and analyze the relationships of influence of the WTS in the Oil Basins of Southeast Brazil from 2011 to 2024 on the Brazilian economy. As secondary objectives, the aim is to detail the STA in light of the law that establishes it, as well as to analyze the sedimentary basins of Southeast Brazil; furthermore, the aim is to apply the three purposes of the aforementioned law on the region's oil basins and, taking into account the observed aspects, analyze the effects on the Brazilian economy. It was noted that the increase in waterway traffic and the demand for natural resources made it urgent to regulate maritime traffic in favor of the WTS. The “Safety of Human Life” contributes to the oil sector by favoring the labor production factor required by the sector. "Navigation Safety" allows a stable environment for new investments in the oil sector, with the creation of new jobs, an increase in GDP and a greater probability of a surplus in the Brazilian trade balance. “Prevention of Environmental Pollution”, normally perceived when there is failure to achieve it, impacts the economy and, directly or indirectly, Brazilian society. Finally, it was concluded that each of the three purposes of the Waterway Traffic Safety Law contributes, in different ways, to the normality of the environment in the region studied, reverberating in the production performance in the oil basins of the Southeast and influencing the Brazilian economy.pt_BR
